About OASIS+
One Acquisition Solution for Integrated Services Plus or OASIS+, is a suite of governmentwide, multiple-award contracts designed to support federal agencies’ procurement requirements for services-based solutions. This suite of services contracts is available for use by agencies throughout the Federal Government who hold a Delegation of Procurement Authority or DPA.
OASIS+ is a collection of indefinite delivery, indefinite quantity or IDIQ contracts, of which the contract base period is five years with one option period of five years that may extend the cumulative contract ordering period to 10 years. Task orders can be awarded under OASIS+ any time prior to the expiration of the ordering period of the master contracts. Notwithstanding, the OASIS+ IDIQ master contracts (contractor specific) can have different award dates; however, all contracts for each specific MAC have the same contract end dates (e.g., all of the Small Business contracts will end on the same date).
OASIS+ contracts may be used by all federal agencies, including the Department of Defense and Federally Funded Research and Development Centers, or FFRDCs, but are not open to state and local governments at this time.
Orders issued against the OASIS+ contracts are considered Interagency Acquisitions. GSA has specific statutory authority under 40 U.S.C. 501 to purchase supplies and non-personal services on behalf of other agencies. Therefore, the Economy Act does not apply to OASIS+ orders.

OASIS+ represents a bold step by GSA to innovate on the successes and opportunities gleaned from the OASIS program over the years. Drawing on these learnings, we are building a more robust suite of IDIQ contracts for the next generation of professional services solutions, that will be flexible enough to meet federal customers’ increasingly complex requirements.
OASIS+ is flexible, easy to use, and allows ordering activities to solicit and/or award orders in a streamlined, high quality manner.

OASIS+ is designated as a Best-in-Class contract, has a ten year ordering period, and is available to support all federal agencies’ procurement requirements for services-based solutions.

SPRUCE supports VA’s digital modernization initiatives by ensuring VA has streamlined access to the modern commercial services required to deliver excellent products to VA’s internal and external users. One Phoenix Solutions LLC is a Service-Disabled Veteran Owned Small Business (SDVOSB) Joint Venture (JV) between Wisdom Tree Technologies, OneGlobe LLC, and Phoenix Cyber formed to provide modern solutions and excellent user experiences in support of the VA.
The SPRUCE IDIQ contract supports VA’s digital modernization initiatives by ensuring VA has streamlined access to the modern commercial services required to deliver excellent products to VA’s internal and external users. SPRUCE has a total award ceiling of $2.4 billion and a duration of 5 years.

Wisdom Tree Technologies, LLC (WTT) Joint Venture (JV) Awarded GSA STARS III Contract.

GSA has determined that WTT's JV past performance (to include the previous STARS II contract) and technical acumen, provides the advanced capabilities and innovation needed for the next generation of government IT support. The GSA STARS III contract is a government-wide, indefinite delivery, indefinite quantity (IDIQ) contract with a 5-year base period and one additional 5-year option period for a total 10-year contract with a $50B ceiling.

The GSA STARS III contract is the GSA’s fourth-generation 8(a) GWAC and is designed to provide federal agencies with innovative IT service-based solutions from verified and vetted 8(a) small, disadvantaged businesses. The GSA awarded the initial phase of the 8(a) STARS III GWAC on 17 June 2021. The contract's notice to proceed is anticipated to be issued sometime in July 2021. After which time the government can call upon all STARS III awardees, including Universal Wisdom (contract number: 47QTCB21D0390), to utilize their services and products.
